It's not new. OSVR has been around for a long while. This is their latest dev kit. It has received very mixed reviews from what I've read so far.

The new version of OSVR introduces similar specifications to the Vive and Rift but with some key differences, like screens. It lacks its own tracked controller solution, so it's a bit limited, though the Rift was also launched that way.

My understanding is that the new release will also target consumers, where in the past OSVR has strictly been a dev device.
