Is there a way to send Steering wheel input through python code to games such as assetto corsa not using WASD or joystick emulators? Like am is there a way to set the steering wheel rotation to that of my encoder or is it not that simple?

No like how do steering wheel companies turn the steering wheel in games like Assetto Corsa with their software and steering wheel input? Like what coding or python libraries do they use to do that?

Or do they program some kind of controller for these games?

As per previous advice check out the the Wheel section of the FAQs: https://www.xsimulator.net/community/faq/steering-wheels.65/

Wheel input is not just about turning, it is also about progressive resistance and feedback, which is normally achieved via a combination of hardware and specifically tuned software.
